Are speedy trials progress or a retrograde step?

The BBC is reporting that

A policy designed to streamline trials in magistrates’ courts in England and Wales is leading to miscarriages of justice, defence lawyers say. – BBC News

It appears that not all of the evidence gathered by the prosecution is being made available to defendants as they are asked to enter a plea. Surely this is a retrograde step?
